Telia's 260 Swedish Cuts Hit Units, Not Juniors. How LAS Really Ranks

Telia's 900 job cuts go through Sweden's LAS turordning and four unions. Here's who will actually leave, when they'll be free, and how to source them first.

Telia's 260 Swedish Cuts Hit Units, Not Juniors. How LAS Really Ranks

Telia said on October 12 that it plans to cut around 900 jobs across five countries, with 260 of them in Sweden. The common assumption is that Swedish law will push the most recent hires out first, so recruiters should go after juniors. That assumption is mostly wrong, and if you act on it you'll spend the next three months messaging the wrong people.

What did Telia actually announce?

Telia plans to cut around 900 positions, roughly 6% of its workforce, and move about 220 more into its country units. Sweden takes 260 of the cuts, about 4.3% of the roughly 6,000 people Telia employed there on October 1.

Here's how it splits by country:

CountryPositions cut
Finland~280
Sweden~260
Norway~150
Lithuania~110
Estonia~100

Telia wants it finished by December 31, 2026, "subject to customary union negotiations," and expects about SEK 600 million in fourth-quarter restructuring charges.

Two caveats matter more than the headline number:

  • Positions are not people. Telia says consultants make up about 3% of the positions being cut. Those aren't employees being laid off.
  • Layoffs may not happen in Sweden at all. CEO Patrik Hofbauer has said it is not yet clear whether the 260 Swedish positions will require layoffs.

So the number of Swedish engineers actually looking for work by spring could be well below 260. You need to know which mechanism produces each leaver, because that tells you who they are.

How does LAS turordning actually work?

LAS (lagen om anställningsskydd) is Sweden's Employment Protection Act, and turordning is the seniority order it sets for redundancies: last in, first out. The catch is that the order is calculated within each workplace unit and each union agreement area, not across the whole company.

That local scope is the part most recruiters miss. Suppose Telia eliminates a function. A 12-year engineer in that unit can be let go while a one-year hire in a neighbouring unit keeps their job. Tenure only decides who goes inside the group being cut.

Two other rules shape the outcome:

  • Three exemptions. Since the 2022 reform, an employer can exempt at most three employees "of particular importance" from the order, however large the company is and however many ranking groups it has.
  • Agreement areas. Staff covered by different collective agreements are ranked separately.

For sourcing, this means joining date is a weak signal. The function is the strong one. If you can work out which teams are shrinking, you know where the leavers are, whatever their tenure.

Why the agreed list probably beats last-in-first-out

At large unionised employers, the statutory order usually gets replaced by an avtalsturlista, an agreed priority list negotiated between the employer and the unions. That list can depart from last-in-first-out and rank people by the skills the business needs.

Four unions are at the table for Telia: Unionen, Seko, Akademikerna and Ledarna. Pär Axelsson, chair of Seko's branch at Telia, summed up the mood: "Cutbacks are a well-oiled machine here." A process that practised points towards a negotiated list and voluntary packages rather than a strict tenure ranking.

The same pattern is written into collective agreements elsewhere in Swedish industry. Under the Teknikföretagen main agreement, for example, the agreed list comes first, and the three statutory exemptions only apply when no list is agreed.

In a Swedish layoff, tenure only decides who goes inside the unit being cut. Find the unit first.

What an agreed list plus packages usually produces:

  1. Long-tenured volunteers. Staff who take packages are often senior and well connected.
  2. People in eliminated functions. Whole teams can go, juniors and seniors together.
  3. A smaller share of genuine recent hires. These are people in shrinking units who rank low on both skills and tenure.

This changes your outreach. The best candidates from this round may be long-serving veterans who chose to leave. Juniors who were pushed out will be a minority.

Has the "last in" group already been used up?

Probably. Telia has been cutting since 2024, so there are likely few recent hires left to remove. This is my reasoning from the numbers, not something Telia or the unions have reported.

The history:

  • 2024: Telia cut 3,000 roles group-wide, about 1,400 of them in Sweden.
  • Early 2026: 600 more roles went, with 150 new positions created in "growth areas."
  • October 2026: 900 announced, 260 in Sweden.

Each round under last-in-first-out takes the most recent hires in the affected units. After two rounds, the group of post-2024 joiners in shrinking functions is small. The 150 growth-area hires from earlier this year probably sit in functions Telia is investing in, so they aren't the obvious targets.

The likely result is that this round goes further into tenure or leans on volunteers. Either way, the people becoming available will be more senior on average than the "juniors first" story suggests.

The 220 transfers take people off the market

The roughly 220 transfers are not layoffs. They move Group Technology staff into Telia's country units, and the people keep their jobs. Telia's press chief said the transfers "will mean a number of new positions in Sweden," so Sweden may gain roles from this part of the plan.

Treat transferees as passive candidates, nothing more. Some will be tired of change after three rounds of cuts since 2024, and a well-timed message six months from now may land. But anyone who messages them this month as though they'd been laid off will get ignored.

How big is the Stockholm talent pool?

The pool is small enough to map by hand. In Refolk's index of professional profiles, 533 people in Sweden hold Software, Network, DevOps, Cloud or SRE Engineer titles at telecom-industry companies, and most of them are in Stockholm.

533

From Refolk's index. That's about 2 comparable engineers for every Swedish position Telia is cutting.

The top employers in that sample are Bahnhof, Telia, Huawei, Polystar | Elisa Industriq, AT&T, GlobalConnect and Ericsson. That list doubles as your competitor map. Bahnhof, Polystar | Elisa Industriq and GlobalConnect are Stockholm employers that could hire Telia's released engineers.

A broader search finds a much bigger and noisier pool. In Refolk's index, 2,269 Sweden-based profiles mention "Telia" in their headline.

That works out to roughly 6.5 entry-tagged profiles for every senior one. Don't read too much into it. The entry bucket's sample includes CEO, CFO and board titles, so the seniority tagging is noisy. Use the 2,269 as a rough sense of headline volume, not as a clean picture of who is junior.

One more signal: Telia Cygate, Telia's IT subsidiary, shows up strongly among the senior profiles (6 of 25 sampled). Whether Cygate falls inside this cut hasn't been confirmed, so watch for it in the negotiation outcome before you build a campaign around it.

When will Telia's engineers actually be free to move?

They'll arrive in waves set by notice periods. Under LAS, statutory notice runs from one month for people with under two years' service up to six months for people with ten or more years. Collective agreements can change those periods.

If negotiations finish around the December 31 target, the timing looks roughly like this:

  • Recent hires (under 2 years): one month's notice. Expect them on the market around January to February 2027.
  • Mid-tenure staff: notice somewhere between those two endpoints, depending on service and their agreement.
  • Long-tenured staff on packages: may be paid out and free to talk sooner than a six-month notice suggests.

A detail recruiters often miss: employees with under 12 months' service have no right to be re-hired first (företrädesrätt) if Telia starts hiring again. They have little reason to wait around for Telia, so they'll move quickly once they're told.

How to source Telia's leavers before the negotiations finish

Start now with function mapping and relationship-building. Don't open with "sorry about the layoff" messages, because most of the people you'd send them to haven't been told anything yet.

A working sequence:

  1. Map functions, not join dates. Ask which Telia units are being consolidated or cut, and build lists per unit. Group Technology is the obvious place to watch, but remember that many of those people are transferring, not leaving.
  2. Split your list by likely exit route. Veterans likely to take packages get one message, recent hires in shrinking units get another, and transferees go into a later nurture sequence.
  3. Reach senior people early and lightly. A long-tenured engineer weighing a package wants to know they'll have options before they sign. "I'm hiring for X, open to a coffee in November?" is the right tone.
  4. Line up hiring managers for January. The first wave of recent hires lands in early 2027, so get your reqs approved now.
  5. Watch the other Stockholm buyers. Bahnhof, Polystar | Elisa Industriq and GlobalConnect will be fishing in the same pond.

Step one is where most teams get stuck. Standard search filters don't give you "worked in Telia's network operations unit for years, lives in Stockholm, has hands-on mobile core or IP transport experience." Keyword strings struggle with Swedish and English titles mixed together, and with the Telia Cygate and Telia Company naming variants. Refolk lets you describe the person you want in plain English and returns a ranked shortlist, so you can build each unit list without hand-tuning boolean strings.

Run the same kind of search for engineers at Bahnhof, GlobalConnect and Polystar | Elisa Industriq too. Those are the comparison your hiring manager will use when a Telia candidate comes through.

The bottom line for hiring telecom engineers in Stockholm

To hire telecom engineers in Stockholm out of the Telia layoffs in 2026, stop thinking "juniors first." LAS ranks locally, the four unions will probably agree their own priority list, and two earlier rounds have likely thinned out the recent hires. The engineers worth winning are spread across eliminated functions and voluntary-package takers, and many of them are senior.

With 533 comparable engineers in the Swedish telecom pool and only 260 Swedish positions in play, you can realistically know every relevant name before January. The recruiters who map units now will be the ones having conversations when the notices go out.

FAQ

Does Sweden's last-in-first-out rule mean Telia will lay off its newest employees?

Not necessarily. Last-in-first-out under LAS applies within each workplace unit and union agreement area, not across the company. Large unionised employers like Telia usually agree a priority list (avtalsturlista) with the unions, and that list can rank people by skills instead of tenure. Voluntary packages also tend to draw out long-tenured staff.

How many Telia engineers in Sweden will actually lose their jobs?

Fewer than the headline suggests. Telia plans to cut 260 Swedish positions out of roughly 6,000, about 4.3%. Consultants make up about 3% of the positions being cut, and CEO Patrik Hofbauer has said it isn't yet clear whether the Swedish cuts will need layoffs at all.

Should recruiters target the 220 Telia employees being transferred?

Not as layoff candidates. The roughly 220 transfers move staff into Telia's country units, and the people keep their jobs. Telia has said the transfers will create new positions in Sweden. Treat transferees as passive candidates who might be open to a move later, after the restructuring settles.

When will laid-off Telia engineers be available to hire?

Recent hires with under two years' service have one month's statutory notice, so expect them around January to February 2027 if negotiations finish by Telia's December 31 target. Staff with ten or more years have up to six months' notice, though people taking packages may be free to talk sooner. Collective agreements can change these periods.
