Most WARN filings give you a headcount and a ZIP code. PayPal's August 31 filing gave you the org chart. If you source engineers in the Bay Area and you are not already working the 251 names attached to PayPal's San Jose HQ, you have roughly six weeks before the good ones are gone.

What PayPal actually filed on August 31

PayPal submitted a California WARN notice on August 31, 2026 for 251 permanent layoffs at its San Jose headquarters, effective October 30, 2026. What makes it unusual is not the size. It is that PayPal broke the 251 out by exact job title and count, which almost no filer does at this granularity.

The site is 2211 N. First Street, San Jose, CA 95131, Santa Clara County, industry code "52 Finance and Insurance." That is the same address PayPal names as its principal executive office in its SEC filings, so these are corporate HQ roles, not a satellite being wound down. The named title breakdown from the filing:

This is PayPal's fourth workforce reduction since 2023 and the first under CEO Enrique Lores, who took over from Alex Chriss in March 2026. It is part of a larger plan to eliminate roughly 20% of a ~23,800-person global workforce, which Bloomberg has previously pegged at around 4,760 people. The 60-day window is arbitrage, not delay

The California WARN Act requires 60 days of advance written notice before a covered mass layoff, so PayPal employees have known since roughly August 31. They are still bound by PayPal email, badge access, and non-disparagement pressure until October 30. Treat that as arbitrage.

What it means for you: the 42 San Jose senior ICs are the last dense on-shore concentration of PayPal senior engineering talent. Treat them as a rare cohort, not a commodity.

Where the 251 actually land

Coverage of the filing names the obvious landing zones. Apple and Google have expanded their digital payments presence, and Stripe and Klarna have kept strengthening their positions. Expect those four to absorb the bulk of the IC engineers. Block, Adyen, Chime, Ramp, and Mercury will compete for the managers and PM directors. If your client is one of them, assume every other fintech recruiter has the same list you do and win on speed and specificity, not on message volume.

The senior-director comp anchor to hold in your head: SFGate has reported that prior PayPal senior director postings carried annual compensation above $300,000. Any offer that does not clear that number for the 8 engineering directors and 9 PM directors is not competitive, no matter how much runway or equity story you attach.
