TikTok's August 2026 WARN filings created two distinct sourcing pools with different targets, notice math, and pitches. Here is how to work each.

In August 2026, TikTok filed two US WARN notices covering 325 people: about 250 in Nashville and 75 in Bellevue. Same company, same month, but the overlap in target employers, interview loops, and Boolean signals is essentially zero. If your pipeline says "ex-TikTok, August 2026," you have already collapsed two very different markets into one bad shortlist.

The two pools, side by side

TikTok's August 2026 US cuts are not one layoff. They are a 250-person Nashville trust-and-safety shutdown and a 75-person Bellevue TikTok Shop and commerce-engineering reduction, filed under different legal entities, with different separation dates, and with almost no candidate overlap.

The Nashville filing closes the Music Row office permanently on Oct 5 and hits all 250 workers, most of them on content moderation teams. The Bellevue filing was submitted Aug 18 by TT Commerce & Global Services LLC and covers TikTok Shop and Global E-Commerce roles: anti-fraud and governance program managers, seller and creator operations staff, campaign managers, data scientists, and backend and frontend engineers.

Two filings, two entities, two zip codes. Two searches.

Why "ex-TikTok" is the wrong Boolean

A single "ex-TikTok" search returns the wrong candidates in the wrong order because it ignores which legal entity is on the pay stub and which team charter the person actually shipped against. Boolean on the entity, not the brand.

The entities you actually want:

  • TT Commerce & Global Services LLC for the Bellevue 75. This is the filing entity on the Washington WARN, submitted on TikTok letterhead with two ByteDance employees listed as contacts. It appears on affected paystubs and is a narrower, cleaner signal than "TikTok."
  • TikTok USDS Joint Venture for anyone whose Nashville tenure ended after Jan 2026. USDS is the January 2026 joint venture that took over US operations after the ByteDance divestiture required by the 2024 federal law, with Oracle, Silver Lake, and Abu Dhabi-based MGX holding a combined 80% controlling stake.
  • ByteDance Inc. for older tenures that predate the JV split.

The brand string "TikTok" catches all three plus every unrelated marketing contractor on LinkedIn. Filing entities catch only people who took cash from the units that actually laid off in August. Nashville: 250 T&S people into a market that does not exist locally

The Nashville pool is a remote-first outreach problem, not a Nashville-jobs problem, because there is no meaningful local trust-and-safety ecosystem to absorb 250 content moderators.

In Refolk's index of US Trust & Safety and Content Moderator titles, the top regions are Austin (4), San Francisco (2), and Tampa Bay (2). Nashville does not appear in the top 10. That means the 250 laid-off Nashvillians are, in aggregate, one of the largest single-city T&S concentrations in the country, and the local demand curve to rehire them at anything close to their comp does not exist.

The real competition is BPOs, not Meta

The employers hiring US T&S talent are not the platforms most sourcers assume. In the same index sample, the top employers of US T&S profiles are:

Three of the top five are outsourcing firms. This matters for your pitch. Ex-TikTok Nashville moderators are being courted primarily by BPO contract shops, and many of them left BPO work to join TikTok directly in the first place. A cold message that reads "join our T&S team, just like the one you had at TikTok" is pitching against a candidate's fear of being pushed back into contractor stack-rank land. Reframe: full-time, benefits, product influence, a named policy team, whatever is true.

The specialist and platform buyers who are actually growing T&S headcount sit outside the BPO list: Discord, Roblox, Bluesky, Character.AI, TrustLab. That is a much shorter target list than "everyone with a Trust & Safety org."

Pitch cadence: hit Nashville in week one

Nashville T&S staff historically get thinner severance packages than salaried engineering. That collapses the polite delay. Do not wait. First outreach in the first week of the WARN window, framed around income continuity and a full-time offer, converts better than a "just checking in" message a month out.

The Dublin angle is also worth naming out loud. A TikTok spokesperson described the reorg as "the creation of hundreds of new specialist safety roles here in Dublin," while roughly 300 T&S positions in Dublin itself were flagged at risk earlier in the year, alongside cuts in Singapore and the UK. Translation: Nashville is not being rehired anywhere in the org. Do not let a candidate wait on an internal transfer that is not coming.

Bellevue: 75 rare live-commerce operators, not "another eng layoff"

The Bellevue 75 is a rare, concentrated release of live-commerce and creator-marketplace operators, and it should be worked as a specialist pool, not as generic FAANG-adjacent engineering.

Here is the scarcity number. In Refolk's index, only 9 US profiles carry an explicit "TikTok Shop" signal in their title, headline, or skills alongside a Software Engineer or Product Manager title. Nine. The Bellevue 75 could grow that open-market pool by roughly 8x overnight if everyone lands somewhere new.

The Bellevue 75 is not another engineering layoff. It is the entire domestic supply of live-commerce operators moving at once.

Who is actually buying this profile

The natural buyers for TikTok Shop engineers are not the generalist FAANG orgs. They are the live-commerce and creator-marketplace companies that already know they are behind:

  • Amazon Live / Amazon Shopping, locally in Seattle
  • Whatnot, live auctions
  • Flip, short-form shopping
  • Shopify, Shop app and Shopify Shop surfaces
  • Pinterest commerce
  • Meta Shops and Reels commerce

TikTok is the 16th-largest tech employer in the Puget Sound region with approximately 1,628 local employees, meaning the 75 Bellevue cuts represent about 4.6% of TikTok's local headcount. This is the second consecutive year of Bellevue commerce reductions after the July 2025 filings that covered 38 TikTok and 27 ByteDance employees, again mostly TikTok Shop.

Ex-TikTok Shop engineers in Bellevue are also competing with adjacent 2026 local layoffs: Salesforce (59 across Bellevue and Seattle), Visa (70 downtown Bellevue), Bungie (292 in June), and Meta (699 in May). Local supply is thick. Local demand for live-commerce specifically is thin. That asymmetry is why a specialist pitch beats a generalist one.

Pitch cadence: wait until week three

Bellevue candidates have 62 days of paid runway through Oct 19, or about 8.9 weeks. In practice that means:

  • Week 1 to 2: inbound flood, mostly from generalist recruiters. Reply rates are terrible.
  • Week 3 to 4: triage phase, replies pick up, candidate has started noticing which pitches are specific.
  • Week 5 to 8: serious conversations, references, competing offers.

A well-crafted, TikTok-Shop-specific message in week three lands in a much shorter inbox than the blast fired in week one. Do not repeat TikTok's own language back to candidates, because the two pools have opposite emotional reactions to the same word.

Same company, same month, opposite pitch. Merge the pools and you send the wrong message to at least one of them.
