Samsung said a majority of the 739 received relocation offers and a majority took them, without specifying numbers. If "majority" lands between 55% and 75%, the residual pool of refusers plus straight-up role eliminations is roughly 185 to 333 people. Why the refusal rate is higher than Samsung is admitting
