About the Role

As the Head of Regulatory Policy, you’ll shape the regulatory landscape across States to advance our mission of increasing energy reliability and affordability nationwide. You’ll drive advocacy efforts at the regional level, engaging with policymakers, regulators, and industry stakeholders to promote policies that enable our residential batteries to support consumers and the grid. You will also work closely with our business-development folks, teaming up to decide which markets to target and helping guide our entry. This role requires policy expertise, strategic vision, and a commitment to transforming the energy sector.

What You’ll Do

  • Develop and lead our regulatory strategy across States to advance Base’s mission.

  • Build and maintain relationships with energy commissioners at the state and national level, principals and staff at RTOs and ISOs, other state and federal policymakers, and industry groups to advocate for policies that enable our business success.

  • Monitor and analyze federal legislative and regulatory developments relevant to Base, providing insights and action plans to address risks, opportunities, and emerging trends.

  • Represent Base in national coalitions, meetings and hearings, and stakeholder forums to promote policies that enhance energy reliability, affordability, and sustainability.

  • Collaborate with internal teams (business-development, legal, operations, product, engineering) to align policy initiatives with business objectives and customer needs.

  • Draft policy proposals, briefs, comments, and testimony to influence decision-makers and position Base as a thought leader in the energy space.

  • Anticipate and navigate policy shifts, ensuring Base remains agile in a dynamic regulatory environment.

What You’ll Bring

  • 5+ years of experience in the energy sector.

  • Strong network within energy and policy circles.

  • Track record of influencing policy outcomes, ideally in energy, utilities, or technology sectors.

  • Exceptional communication and negotiation skills, with the ability to translate technical concepts into persuasive policy arguments.

  • An entrepreneurial mindset that thrives in ambiguity, moves fast, and prioritizes impact.

  • A commitment to building a more reliable grid for all.

About this Team

Base's policy team owns the market rule landscape that determines how - and how profitably - Base can operate across every ISO we touch. The work spans stakeholder committee participation, market rule analysis, regulatory comment, and coalition-building across ERCOT, PJM, SPP, and beyond. The rules written in these committees directly shape Base's economics: how our batteries are compensated, how demand response resources are classified, how fast new load can interconnect. Getting this right matters. As Base scales its footprint and distributed energy resources become increasingly consequential to grid operations, the policy function sits at the center of some of the most technically complex and commercially significant decisions the company makes - with direct exposure to leadership and none of the bureaucratic distance of a large utility or trade association.
