Amentum's 382 Hanover Cuts: A Cleared Resume for 17 Days

Amentum's Oct 31 and Nov 13 Hanover cuts hit 382 cleared workers. Here is the TS/SCI resume rewrite that routes you to the follow-on prime.

On August 18, 2026, Amentum filed two WARN notices with Maryland covering 382 cleared workers at 7710 Milestone Parkway in Hanover. The company blames "the transition of certain intelligence contracts," which is contractor English for: the recompete went to somebody else. If you are one of the 317 facilities support workers walking on October 31 or one of the 65 engineering services workers walking November 13, the follow-on prime almost certainly priced its proposal assuming it would capture you. You just need a resume that proves it in six seconds.

What actually happened at 7710 Milestone Parkway

Amentum lost a recompete, and 382 cleared Hanover workers are the collateral. The Maryland Department of Labor WARN log classifies both filings as "Mass Layoff - No Recall," which means there is no scenario where this contract comes back to Amentum and your badge gets re-swiped.

The two notices split cleanly:

  • 317 facilities support workers, effective October 31, 2026, filed under NAICS 561210.
  • 65 engineering services workers, effective November 13, 2026, filed under NAICS 541330.
  • 77 additional workers at Fort Eisenhower in Augusta, GA, effective the same October 31 date, confirming this is a multi-site contract loss and not a Hanover-only story.

Amentum spokesperson Chanel Mann attributed the cuts to the transition of certain intelligence contracts. The street address on the notice, 7710 Milestone Parkway, is a Wawa gas station. The real work site is almost certainly a SCIF somewhere on the Fort Meade and BWI corridor, which is a detail that matters when you rewrite your location line later in this piece.

The context behind the exposure: Amentum merged with the cyber and intelligence business of Jacobs in late 2024. Jacobs had acquired KEYW, a prominent Anne Arundel intel contractor, in 2019. Many of the 382 trace their badge lineage back to KEYW, and the follow-on prime's capture team knows it.

Why the follow-on prime already wants you

Incumbent capture is the industry default on cleared contracts, so the winning bidder is right now looking at a spreadsheet with your name on it. When the incumbent loses a recompete, the incoming contractor needs the existing workforce and will offer positions to the people already doing the work. Across the federal services market, incumbents win more recompetes than they lose, and when they do lose, the winner's bill rate collapses if it has to re-poly a workforce from scratch.

Here is what the follow-on prime (likely Booz Allen Hamilton, Leidos, SAIC, Northrop Grumman, or General Dynamics on this corridor) is doing right now:

  1. Pricing the labor categories in its proposal assuming high capture of your team.
  2. Asking its recruiters to find the sitting workforce before the November phase-in.
  3. Preparing clearance crossover paperwork, because the new employer initiates a request to pick up your existing clearance and this is usually administrative, not a full new investigation.
  4. Compressing a 60 to 90 day phase-in into something closer to 30 days.

You are not cold-applying. You are pushing on an open door. The only reason you lose the seat is if the recruiter cannot find you, cannot verify your clearance level in six seconds, or confuses you with somebody from a different NAICS code.

The 7-profile problem: you are not findable

In Refolk's index of professional profiles, exactly seven U.S. workers publicly identify as "TS/SCI cleared facilities" in their headline. Two of them are in the DC-Baltimore region. Amentum itself is one of the named employers. That is the entire discoverable public pool for a labor category the federal government buys by the thousands.

In Refolk's index. Two sit in DC-Baltimore. Amentum is one named employer.

This cohort does not market itself online, and historically it did not have to. The contract always rolled. Your resume lived on a shared drive at the badge office, and when a seat opened on a sister program your government customer walked you across the hall. That mechanism is now broken for 382 of you on a 17-day clock.

The implication is uncomfortable but clean: the risk is being invisible, not being outcompeted. You have to become findable in two weeks, and the artifact that does that work is a one or two page resume that reads correctly to both a cleared recruiter and the ATS behind them. That is the exact rewrite Refolk does from your own work history: paste the posting from ClearedJobs.Net, get your resume back tailored to it, with a cover letter and a fit score that tells you whether to bother applying.

Facilities and engineering are two different resumes

Do not send the same resume for a NAICS 561210 facilities role and a NAICS 541330 engineering role. The hiring managers are different humans at the follow-on prime, the keyword set is different, and the compensation band is different.

The facilities cut is 4.9x larger than the engineering cut at the same site, which is a hint that the follow-on prime's facilities team is scrambling harder. If you are in the 317, you have more peers competing for the same capture call, and the resume is doing more of the differentiation work.

The resume rewrite, 17 days out

Open with your clearance line, not your job title. The NSA's own prepublication guide tells cleared applicants they may limit the resume to one or two pages, acknowledge TS/SCI or SI/TK clearance, and state they have had an Agency SBI and polygraph with dates. Federal postings at Fort Meade typically require resumes two pages or less, and anything longer gets removed from consideration.

Here is the rewrite order a Hanover worker should run this week:

  1. Line 1: clearance and poly with dates. "TS/SCI with Full Scope Polygraph, current as of [month/year]. SBI complete [date]." This is worth more than your job title because the follow-on prime's bill rate depends on it.
  2. Line 2: location. "Hanover, MD" or "Fort Meade corridor." Do not add "open to remote." Do not move to a different city on your profile. Hanover, Annapolis Junction, Columbia, Linthicum, and Odenton all code to recruiters as "already badge-eligible."
  3. Summary, three lines max. Name the mission area at the altitude your clearance permits. Name the NAICS archetype (facilities or engineering). Name the years on the current contract.
  4. Experience, reverse chronological. For each Amentum, Jacobs, or KEYW line, lead each bullet with a verb and a number. Hours of continuous SCIF operations, square footage managed, systems maintained, work orders closed, audits passed.
  5. Certifications block. CFM, FMP, PE, Security+, CISSP, whatever applies. For facilities, add any ICD 705 familiarity. For engineering, add TEMPEST exposure if you have it.
  6. Education and training. Short. One line each.
  7. Cut everything else. No photo. No "references available." No two-column layout, which ATS parsers mangle.

The hardest step is the fourth one, because you have never had to write performance bullets for yourself. The contract performance review did it for you. Refolk handles that reconstruction: it pulls your actual history, writes the bullets with verbs and numbers in the format cleared recruiters scan for, and tailors the summary to the specific posting you paste in.

The risk is being invisible, not being outcompeted. You have 17 days to become findable.

Where to send it, and in what order

Send to the follow-on prime first, cleared job boards second, generalist boards last or never. Most NSA contractor positions are posted on cleared job boards like ClearedJobs.Net rather than directly on company sites, and recruiters at Booz Allen, Leidos, SAIC, Northrop Grumman, and General Dynamics source from those boards and from LinkedIn filtered by clearance.

Your week-by-week sequence:

  • This week: Rewrite the resume. Update LinkedIn headline to lead with clearance level and poly type. Keep location set to Hanover, MD.
  • Next week: Reach out to your Amentum program manager and ask directly who the follow-on prime is. They know. Ask for a warm intro to the capture lead.
  • Week 3: Apply through ClearedJobs.Net to the specific labor category the capture team is filling. Reference your current contract by its short name in the cover letter.
  • Week 4 (Oct 31): Walk off the badge. The follow-on prime should have an offer or at least a verbal in motion. If not, you now have severance runway, and the January clearance pickup window at the big primes opens.

The macro background is not friendly, which makes the sequence above matter more. Maryland lost 29,200 federal jobs between January 2025 and April 2026 per the Maryland Comptroller analysis, and the state has had 243 WARN notices affecting 21,131 employees across 197 companies, with 26 new notices in the last 90 days alone. Cleared facilities and engineering is a tiny closed market inside that macro, and the follow-on prime genuinely needs you.

FAQ

Will my clearance transfer to the follow-on prime?

Yes, in almost every case. For a straightforward job change between cleared contractors, the new employer initiates a request to pick up your existing clearance and the process is administrative. You do not start a new SBI from scratch. The one thing that trips people up is the gap: try to have the new sponsor submit the crossover before your Amentum badge is deactivated, because an administrative pickup during continuous employment is faster than a reinstatement after a break.

Should I put the mission or the agency on my resume?

Only at the altitude your prepub guidance permits, which is lower than most people think. The NSA guide allows you to acknowledge TS/SCI, SI/TK, SBI, and polygraph dates. It does not allow you to describe the mission in a way that identifies the target or the system. Program codewords, system names, and specific tasking are not fair game. When in doubt, run the resume through your Amentum prepub office before October 31, because after that date you may not have access.

Is Fort Eisenhower a parallel story worth watching?

Yes. The 77 workers walking on October 31 in Augusta are being cut under the same contract transition, which means the follow-on prime is also staffing up at Gordon. If you have geographic flexibility to Augusta, that is a second shot at the same mission. If you do not, the Augusta cut is still useful intelligence: it confirms the follow-on prime is staffing two sites simultaneously, which usually means a compressed phase-in and more aggressive incumbent capture outreach in both locations.

What if the follow-on prime does not call?

Then apply laterally. Booz Allen, Leidos, SAIC, Northrop Grumman, and General Dynamics all run continuous requisitions on the NSA corridor, and a current CI or Full Scope poly with a verifiable SBI date is the single most portable credential in the market. Rewrite the resume for the specific labor category of each posting (one at a time, not a blast), lean on the Hanover location line, and treat the first week of November as prospecting, not panic.
